I’ve helped make risk & cost-benefit analysis more humane/effective for 35 yrs; this may be the most needed work I’ve done. B. Johnson & I designed the 1st psychometric surveys of how citizens gauge risks of death from pollutants & their reg’y costs.
Equally or more importantly, (2) other failures to intervene (or half-hearted, weak interventions) fail to reduce intolerable risks, for the sake of avoiding trivial and eminently manageable costs. These perpetuate outcomes that are inefficient, unjust, and thus unethical.
